Job Description

The Port Authority of New York and New Jersey is a bistate public agency responsible for promoting transportation and commerce, operating some of the busiest and most important transportation links in the region including bridges, tunnels, bus terminals, airports, PATH, AirTrain systems, and the NY/NJ seaport.

 

We currently have an opening for a Senior Project Controls Manager in our World Trade Center Construction Department, which has overall program management responsibility for the Downtown Restoration Program (DRP), including the planning, design, and construction of new facilities at the WTC site (such as the WTC Transportation Hub and Vehicular Security Center project).

 

Responsibilities:

  • Develop, manage, and execute all phases of the project controls effort (planning/scheduling and cost analysis) for a large, complex and demanding construction program, including schedule management, construction cost estimating, document control and budget forecasting for multiple projects comprising the WTCC Program.
  • Integrated scheduling, establishing effective work breakdown structures and cost coding protocols for direct and indirect cost elements for each project, planning and reporting of actual progress and efficiency.
  • Meeting cost reporting commitments, assessing costs, forecasts and trends against approved budgets.
  • Developing and reporting risk analyses and contingency calculations
  • Assisting in the preparation of tender documents, bid evaluation and assessment of Program-related commercial activities.
  • Establishing and maintaining program protocols and processes for project reporting, and managing project-controls related resource requirements.
  • Utilize a diversified knowledge of project controls activities, and draw upon extensive experience and exposure to various types of construction projects including, but not limited to, complex transportation construction projects, including transit work.
  • Provide guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems.
  • Interface with staff and stakeholders, attend regular meetings, and provide statistical reports to project managers and management staff.
  • Manage a team of Project Control Engineers/Specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance, against an established schedule with critical milestones.
  • Oversee the development and maintenance of an established system to show the hierarchy of plans and schedules.
  • Keep project and executive management fully informed.
  • Coordinate staffing requirements, assign and supervise project work activities, and train personnel. Complete performance reviews and provides personnel development for the assigned employees.
  • Recommend and oversee the customization of project control systems to meet specific project requirements.
  • Create statistical reports for management on a recurring or one-of-a-kind basis.
  • Support department by providing input for proposals and making presentations, as required.

 

 

Eligibility Requirements:

  • Bachelor's degree in Engineering or Construction Management.
  • 10+ years experience in project controls and managerial experience with large, complex public-works construction projects.

 

Qualifications:

The ideal candidate will present the following qualifications profile:

  • Strong technical ability, combined with good leadership and communications skills, to work closely with project managers and other stakeholders to establish and maintain appropriate project controls systems that provide timely and accurate information.
  • A combination of superior skill with project controls tools, estimating, cost engineering, scheduling, construction management and corporate business management acumen.
  • Ability to evaluate, analyze, forecast, and report schedule status against a baseline schedule as well as the ability to assess the impacts of design/construction changes and schedule slippages including but not limited to earned value techniques for cost and schedule progress assessment and keeps project and executive management fully informed.
  • Ability to work in a fast paced construction environment experienced and expertise in project performance measurements.
  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.
  • Proficient PC skills including a proficiency in various software such as Excel, P6, Contract Manager, SAP, and Microsoft Office.
  • Proven ability to perform in a supervisory capacity, as well as a thorough knowledge of industry practices is required.
