Job Description

 

 

SENIOR SIGNAL/TRAIN CONTROL SYSTEMS ENGINEER- PATH

 

The Port Authority of New York and New Jersey is a bistate public agency responsible for promoting transportation and commerce, operating some of the busiest and most important transportation links in the region including bridges, tunnels, bus terminals, airports, PATH, AirTrain systems, the NY/NJ seaport. 

 

We are currently seeking a Senior Signal/Train Control Systems Engineer who will provide technical direction and installation support for the existing Signal System, the new ATC System, and the new PATH Train Control and Communications (PTCC) Center.  This position will coordinate and oversee the internal Power, Signals & Communications Signal Design, construction, and maintenance staffs, as well as the consultant support staff.  This position will interface with the PATH Capital Project Management team, the ATC Contractor, the railcar builder, and other PS&C Sections, PATH and PA Divisions and entities, as well as outside agencies and vendors.

 

This is a long-term project position located in Jersey City, New Jersey



The successful candidate will:

  • Coordinate and integrate the new ATC System with the existing signal system, PATH infrastructure, and new railcars.
  • Ensure safety and continuity of revenue operations during construction, compliance with industry standards and FRA regulations.
  • Oversee and manage construction/project-related activities of the PATH staff and field forces, and coordinate activities with consultant, contractors, and other to ensure compliance with scope, schedule, and budget.
  • Major tasks will include review of design submittals; preparation of reports, estimates, and presentations; design review and progress meetings; providing support and technical direction to the Consultant; and providing documentation to the Consultant and contractor on existing PATH facilities.
  • Oversee ATC installation on the new cars; ensure compliance with specifications and standards; minimize impacts on daily PATH operations.
  • Represent PS&C in inter-relationships with other internal and external parties related to the New Cars and Signals Program.
  • Monitor contractor's work performance; coordinate work by PATH forces and inspectors; witness and ensure completion and documentation of all factory and field testing of the new systems; and ensure receipt of all final documentation, training, manuals, and support materials.

 

ELIGIBILITY REQUIREMENTS:

  • Bachelor's degree in Electrical/Electronics Engineering, Computer Science, or related discipline.
  • At least four years of experience in a supervisory/management role in the design, construction, testing, and/or maintenance of rail transit signal, train control and communication systems.

 

QUALIFICATIONS:

The ideal candidate will present the following qualifications profile:

 

  • Experience in railroad signaling design and train control projects.
  • Knowledge of current technology trends (microprocessor controls, communications-based train control, etc.).
  • Knowledge of FRA regulations, industry practices, standards and codes, rail transit operation and safety practices and labor relations.
  • Demonstrated experience in business and financial analysis, project management, and cost estimating and resource allocation.
  • Excellent oral and written communications and presentation skills; interpersonal and motivational skills, and experience in successfully working with diverse employee groups, organizations, and agencies.
  • Skilled in problem analysis and resolution, labor relations, and project management.
