Description:

The Senior Supervising Engineer/Senior Contract Engineer will be responsible for the resolution of changes and claims on an approximate USD 500 million design-build line segment contract within the USD 5.4 billion Honolulu High-Capacity Transit Corridor Project.

Serving on the staff of the General Engineering Consultant, the position will report day-to-day to the Contract Manager and receive functional direction from the Contract Compliance Manager. Responsibilities will include the following:

* Initiation of changes designated by owner.
* Evaluation of merit for contractor-initiated changes and claims with recommendation to owner.
* Drafting of correspondence pertinent to changes and claims.
* Evaluation of contractor cost and time proposals and reconciliation of same to independent estimates.
* Preparation of negotiation plans; coordination of negotiation plans and strategies with owner.
* Conduct cost and time negotiations through resolution of issue. On smaller changes and claims, this position may work singly through resolution; on larger changes and claims, this position may lead a negotiation team through resolution.
* Document negotiations.
* Prepare contract change order documentation.
* For claim issues that cannot be resolved, assemble documentation as required for third party review and resolution.

Requirements:

* Self-starter experienced in negotiating and resolving large, technically-complex changes and claims.
* Engineering or construction management degree; able to understand the technical aspects of changes and claims.
* Large project experience. Rail experience is a plus.
* Design-build experience.
* Excellent oral and written communication skills.
* Computer literate and familiar with data base systems.
* Team player.
* Able to work on multiple issues concurrently and adaptable to changing priorities and situations in a high pressure environment.
* Fundamental understanding of CPM.
* Contracts and negotiations training and experience.
* Ability to evaluate merit of contractor claims against contract provisions and industry legal precedent.
* Knowledgeable in various forms of contract pricing (lump sum, time and materials, unit price, etc.).
* Knowledgeable in evaluating pricing components (labor burdens, overheads, etc).
* Knowledgeable in different types of claims and ‘soft’ costs (extended overheads, constructive acceleration, weather delay, inefficiencies, force majeure, etc).
