Overview:

HNTB has a strong reputation for its traffic demand modeling, traffic operations and traffic simulation. The Center of Excellence for this practice is located in Madison, Wisconsin, where we are actively growing our capacity to assess existing and future transportation system deficiencies and solutions.

The Center of Excellence in Transportation Planning provides services not only to the Wisconsin Department of Transportation, but is an integral piece in the delivery of mega projects across the United States. We are looking for an energetic, multi-talented Transportation Planner or Engineer to support the growth of the Center of Excellence by providing experience in highway, transit and toll forecasting, operational analysis including meso and microscopic modeling, corridor planning, construction traffic management assessment.
Responsibilities:

This position will be providing expertise in travel demand modeling, including highway, toll and transit demand forecasting. The position will be part of a larger traffic section, where travel demand modeling tasks are integrated into larger planning and design efforts, including traffic microsimulation, traffic operations analysis, land use and transit planning, environmental documentation, facility design and construction mitigation.

This position will primarily focus on:

* Estimating, calibrating and implementing travel demand models (highways, transit and/or rail) at including TP+/Cube/Voyager, TransCAD and VISUM.
* Regional, statewide and intercity demand estimation, including high speed rail, commuter rail and regional freight.
* Developing traffic forecasts using historical data sets, demand model information and land use/comprehensive planning data sets for highway, transit and high speed rail.
* Use of demand models to provide insight into the interaction of land use and the transportation system, such as effects of capacity constraints, select link analysis, transit and tolling feasibility and user benefit comparisons of transportation alternatives.
* Use of demand model as one tool in the process, including ability to integrate Census, ACS, FAF2/3, SUMMIT, STEAM, Mobile 6/MOVES 2010, and the ability to extract subarea trip tables for further analysis.
* Conducting traffic analysis for traffic management plans including projecting and analyzing diversions, establishing and analyzing improvement concepts, and summarizing benefits and costs.
* Communicating results in presentations and in writing.
* Managing small projects and tasks within scope, budget and schedule.

Qualifications:

The ideal candidate will have experience:

* Estimating model parameters from survey data, including network capacities, auto ownership models, cross-classification and regression of trip generation rates, trip distribution models and parameters, mode choice models and coefficients, user value of time and traffic assignment parameters.
* Developing intercity demand and ridership projections, including high speed rail.
* Conducting demand model assessment/refinement in conjunction with New Starts applications, including successfully addressing FTA review comments.
* Conducting highway toll analysis, including estimating toll eligible candidates based on factors such as demographics, trip purposes and value of time.
* Independently identifying and analyzing transportation planning issues, including:
o Determining datasets required to bring forth the best answer
o Analyzing and presenting the study result
o Providing interpretation on feasibility of implementation or concerns around the result

* Writing technical reports and creating presentations of findings (samples will be required) that have been presented to a diverse group of clients and the public
* Providing quality control of traffic analyses, including demand model inputs, processes, outputs and forecasts
* Managing and overseeing the successful completion of small projects and/or tasks including limited management of support staff
* Building effective client relationships

The successful candidate will:

* Have a BS in Planning, Civil Engineering or comparable degree.
* Have ability to work in a highly flexible, team-oriented environment with individual responsibilities for internal and client deliverables and schedules.
* Communication, analysis, and documentation skills are essential.
* Experience with traffic forecasting, analysis and report production, including 4 or more years with a primary focus on estimating, calibrating and implementing travel demand models.
* PE or AICP is highly desired.
